“No Taxes, High Interest rates” New Bank account introduced to remit foreign currency. 14 currencies accepted

A new bank account termed Special Deposit Account (SDA) has now been introduced for all Sri Lankans living in and outside the country to remit their foreign currency earnings, savings and investments to any bank of their choice in Sri Lanka.

It is in the form of Term Deposits either in any designated foreign currency or in Sri Lanka Rupees.

Any Sri Lankan individual resident in or outside Sri Lanka as well as dual citizens, citizens of other States with Sri Lankan origin, non-nationals residents  in or outside Sri Lanka, Funds, corporate bodies, associations incorporated/registered outside Sri Lanka and any other well-wishers can  open Special Deposit Accounts at any Sri Lankan bank of their preference.

All the regulations related to the new account have been incorporated in the Extraordinary Gazette notification issued by the Ministry of Finance, Economic and Policy Development on April 8th. The notification announces that all interested Sri Lankans and well-wishers accordingly can instruct their foreign banks to transfer their funds to Sri Lanka.

No Restrictions : Sri Lankans abroad urged to deposit Foreign Currency earnings to local banks

There is no prescribed minimum amount to be deposited. The minimum period of maturity is six (06) months.

Higher interest rates than the normal rates offered to foreign currency deposits will be offered at maturity. Accordingly, 1 percent and 2 percent points per annum for SDA with a tenure of 6 months and 12 months respectively will be paid.  Funds are freely convertible and repatriable outside Sri Lanka on maturity.

All these accounts are free from taxes and foreign exchange regulations. All such deposits shall be protected under banking secrecy provision and further benefits with the relevant supporting legislations will be introduced with the 2020 Budget.

Acceptable currencies are United States Dollars (USD), Euro, Sterling Pounds, Australian Dollars, Singapore Dollars, Swedish Kroner, Swiss Franc, Canadian Dollars, Hong Kong Dollars, Japanese Yen, Danish Kroner, Norwegian Kroner, Chinese Renminbi and New Zealand Dollars.

Further information could be obtained from the websites of the Presidential Secretariat, the Ministry of Finance, the Central Bank of Sri Lanka or Sri Lankan overseas missions. All Sri Lankans who are willing to express their solidarity to sustain Sri Lanka’s resilience are invited to this opportunity in support of COVID – 19 prevention and social security initiative.

TikTok pledges $250 mn for COVID-19 relief

TikTok, the fast-growing mobile video app, pledged Thursday to contribute $250 million to coronavirus relief efforts around the world.

TikTok, which US officials and lawmakers have assailed for potential security risks, said the funds would be for “front line medical workers, educators, and local communities deeply affected by the global crisis.”

The move follows similar announcements from technology firms including Google, Facebook and Netflix as well as from leaders of Microsoft, Amazon and Twitter.

“We are committed to playing our part in that global outpouring of mutual support and giving,” TikTok president Alex Zhu said in a statement.

“We want to magnify all we are seeing across our community and translate it into concrete relief for those most affected by this crisis.”

TikTok said $150 million of the funds would be allocated for medical staffing, supplies, and hardship relief for health care workers through the US Centers for Disease Control, World Health Organization, and agencies working to distribute supplies in hard-hit countries including India, Indonesia, Italy and South Korea. 

Another $40 million will be donated to “organizations that serve groups representative of TikTok’s diverse user communities, including musicians, artists, nurses, educators, and families that have come together on our platform,” Zhu said. 

TikTok said it would match $10 million in donations to its “community relief fund,” with some of that going to artists, songwriters, and music professionals hurt by cancelled performances and gig work.

Another $50 million will be applied to a “creative learning fund” to support distance learning efforts worldwide.

TikTok, popular with teens for its short music videos, has become one of the most widely used social platforms in recent months and has seen interest surge during the pandemic.

The application, owned by Chinese tech company ByteDance, saw 65 million worldwide downloads in March, according to analytics site SensorTower.

But officials from the FBI, the Justice Department and Homeland Security have warned that the video-sharing app could become another tool exploited by Chinese intelligence services.

TikTok has denied any ties with the Chinese government and notes that the app does not exist in China.

Two children recover from coronavirus in Lahore

A 15-month-old girl and a 10-year-old boy were discharged from the Children’s Hospital in Lahore after they tested negative for the novel coronavirus on Saturday.

As the country struggles during the global crisis, the news brings hope for brighter days ahead.

Both were brought to the hospital after they started showing symptoms of the virus. They then tested positive.

According to the management of the hospital, they were kept in isolation for 16 days. “When we tested them again today [Saturday] and their reports came negative,” said the hospital’s chairman.

Their parents lauded the work of the doctors and remarked that they had provided intensive care to the children.

At least 762 people have recovered from COVID-19 across the country so far.

Pakistan hopes untapped mountains could lure foreign skiers

It survived the dark days of Taliban rule, the destruction of its main hotel and a major flood.

Now, the little Pakistani ski resort of Malam Jabba is facing a new challenge from the coronavirus pandemic, just as it had hoped to showcase its revamped facilities to the world.

The ski season was brought to an abrupt end last month, with the resort closing as the scale of the coronavirus crisis became evident and much of Pakistan went into lockdown.

“We hope it will be recovered in a couple of months,” said Syed Adnan, a spokesman for the now-deserted Malam Jabba resort.

“Unluckily, it is not the first time here people have (faced challenges). First, the Taliban, then a flood, and now the coronavirus that is destroying their lives.”

Until its closure last month, Malam Jabba had been boasting of its renaissance and a lofty goal of bringing international skiers to Pakistan, a Himalayan country boasting epic peaks but which still struggles with tourism.

“We want to be an international hub for people around the world,” Jalal Bacha, Malam Jabba’s chief technician, told AFP during a recent visit, shortly before the virus lockdown started.

Officials hope Malam Jabba can showcase the country’s stated goal of changing international perception of Pakistan from “terrorism to tourism destination” — a phrase Prime Minister Imran Khan’s political party has used.

With a tree-lined piste, competitive slalomers swooshing through the snow and soaring peaks in the distance, it is hard to imagine Malam Jabba and the surrounding valley under the control of the Pakistani Taliban from 2007-2009.

Nestled in the stunning vistas of the Swat Valley in northwest Pakistan close to the Afghan border, development at Malam Jabba began in the 1980s with help from the Austrian government, who paid for the chairlift.

By the early 2000s, the resort and associated businesses were employing hundreds of people.

That all stopped when the Tehreek-e-Taliban Pakistan (TTP, or Pakistani Taliban) gained control.

The insurgents had grown as a force in the early years of America’s “War on Terror” that started in 2001 and saw jihadist groups coalesce in the Afghan-Pakistan border region.

In 2008, the TTP destroyed the resort’s hotel and dismantled the chairlift.

“They cut the pillars to sell the steel,” recalled Sayed Liaqat Ali, a 28-year-old driver who said his two aunts were murdered by the Taliban. “They were coming home after the curfew so they shot them.”

More than a decade since the days of public executions and Sharia law, as well as a flood in 2010, businesses and authorities have rebuilt Malam Jabba from the ground up, including its hotel and the main chairlift.

– Hippie hotspot –

Impoverished Pakistan, which owes billions of dollars to the International Monetary Fund and China, is desperate for foreign cash and under Khan is trying to revive the neglected tourism sector.

Last year, Islamabad introduced an electronic visa system, making it easier for visitors to come. International tourist numbers had increased steadily in recent years, though the coronavirus pandemic has all but stopped visits for now.

Once a favourite stop along the “hippie trail” that brought stoners and enlightenment-seekers overland from Europe to India in the 1960s, Pakistan’s international image collapsed after the September 11, 2001 attacks that highlighted Islamabad’s support for the Afghan Taliban, who harboured Al-Qaeda.

Coupled with an ensuing domestic insurgency that brought the Taliban to within striking distance of the Pakistani capital, international tourism dried up.

In 2014, there were 5,575 foreigners arriving on tourist visas, according to government figures. By 2018, the most recent year full numbers were available, that had grown to 17,823.

Still, with its strict patriarchal society, an alcohol ban and a deeply conservative Islamic culture, Pakistan can be a tough sell.

It nevertheless has more than its share of attractions, including the north’s magnificent mountainscape.

“The potential is gigantic,” said French filmmaker Jerome Tanon, who shot an extreme ski film in the Karakoram mountain range. “All mountaineers agree: Pakistan is an unpolished diamond.”

Currently, Pakistan only has three official ski areas, two of which belong to the army and are off limits. Authorities want to build four new ones.

Elsewhere, one can glimpse Pakistan’s untapped potential.

About a day’s bumpy drive from Islamabad, the village of Madaklasht lies at the bottom of a loose network of ski trails, some stretching on for about three miles (five kilometres).

There are no hotels, with the only accommodation provided in locals’ homes. Most of the skiing is done by kids with hand-made wooden skis.

“With a little bit of grooming and infrastructure, this area could compete with any international resort,” said Hasham Ul-Mulk, who recently organised a winter sports festival in Madaklasht.

32 Iran pilgrims test positive for coronavirus in Mandi Bahauddin

Thirty-two pilgrims who recently returned from Iran tested positive for the novel coronavirus in Mandi Bahauddin on Saturday, confirmed Health CEO Dr Muhammad Ali Mufti.

A total of 83 pilgrims had been first tested in Multan and then sent to Mandi Bahauddin. “All of them had tested negative for the virus in Multan and were quarantined there for 15 days,” he said.

“When we tested them again here, 32 people tested positive,” Mufti revealed. The people have been called back from their homes.

“We have put them in isolation again and are testing people they have recently been in touch with as well,” the CEO added.

Hundreds of pilgrims who had returned from Iran are being tested for the COVID-19 across the country. Pakistan has reported more than 4,500 cases of the virus so far.

Shangla doctor steps up for coronavirus patient’s ghusal, funeral

After a man died of the coronavirus at a government hospital in Khyber Pakhtunkhwa’s Shangla, no one was ready to prepare the body for burial or offer the funeral prayers until one doctor came forward.

Dr Hafiz Sanaullah bathed the body, led the funeral prayers and then buried it after no one else would. The hospital is located in the Basham Tehsil.

We followed the proper protocol and social distancing, he said. Dr Sanaullah took a UNICEF course on how to handle the burials of coronavirus patients.

Other staff followed protocol and we bathed the body, wrapped it in the funeral shroud and plastic and then put it in a coffin, he explained.

Coronavirus found in air samples up to 13ft from patients

A new study examining air samples from hospital wards with COVID-19 patients has found the virus can travel up to 13 feet (four meters) — twice the distance current guidelines say people should leave between themselves in public.

The preliminary results of the investigation by Chinese researchers were published Friday in Emerging Infectious Diseases, a journal of the US Centers for Disease Control and Prevention (CDC).

They add to a growing debate on how the disease is transmitted, with the scientists themselves cautioning that the small quantities of virus they found at this distance are not necessarily infectious.

The researchers, led by a team at the Academy of Military Medical Sciences in Beijing, tested surface and air samples from an intensive care unit and a general COVID-19 ward at Huoshenshan Hospital in Wuhan. They housed a total of 24 patients between February 19 and March 2.

They found that the virus was most heavily concentrated on the floors of the wards, “perhaps because of gravity and air flow causing most virus droplets to float to the ground.”

High levels were also found on frequently touched surfaces like computer mice, trashcans, bed rails and door knobs.

“Furthermore, half of the samples from the soles of the ICU medical staff shoes tested positive,” the team wrote. “Therefore, the soles of medical staff shoes might function as carriers.”

The team also looked at so-called aerosol transmission — when the droplets of the virus are so fine they become suspended and remain airborne for several hours, unlike cough or sneeze droplets that fall to the ground within seconds.

They found that virus-laden aerosols were mainly concentrated near and downstream from patients at up to 13 feet — though smaller quantities were found upstream, up to eight feet.

Encouragingly, no members of the hospital staff were infected, “indicating that appropriate precautions could effectively prevent infection,” the authors wrote.

They also offered advice that bucks orthodox guidelines: “Our findings suggest that home isolation of persons with suspected COVID-19 might not be a good control strategy” given the levels of environmental contamination.

Aerosolization of the coronavirus is a contentious area for scientists who study it, because it is not clear how infectious the disease is in the tiny quantities found in ultrafine mist.

The World Health Organization has so far downplayed the risk.

US health authorities have adopted a more cautious line and urged people to cover their faces when out in public in case the virus can be transmitted through normal breathing and speaking.

Coronavirus deaths top 100,000 ahead of locked-down Easter

The global coronavirus death toll topped 100,000 Friday as Easter celebrations around the world kicked off in near-empty churches with billions of people stuck indoors to halt the pandemic’s deadly march.

It came as the World Health Organization issued a dire warning that prematurely lifting lockdown restrictions — affecting more than half the planet’s population — could spark a dangerous resurgence of the disease.

Extraordinary measures from New York to Naples to New Delhi have seen businesses and schools closed in a desperate bid to halt the virus’s spread, and the IMF has said the world now faces the worst downturn since the Great Depression of the 1930s.

More than 1.6 million people have been infected globally and the death toll hit 100,859 on Friday — with nearly 70 percent of fatal cases in hard-hit Europe.

The United States, now the pandemic’s epicentre, became the first country to record more than 2,000 virus deaths in one day, with 2,108 fatalities according to a Johns Hopkins University tally.

With almost 18,600 deaths overall, the United States is closing in on the 18,849 dead in Italy, which has the most fatalities so far in the pandemic.

The United States also surpassed half a million confirmed cases of COVID-19, by far the most of any country, according to Johns Hopkins University. 

Officials in the US and Europe nevertheless expressed some hope the curve could be starting to flatten.

President Donald Trump said that with his country’s infection trajectory “near the peak” and social distancing working well, he was considering ways to open up the world’s biggest economy “as soon as possible”.

“Without question it’s the biggest decision I’ve ever had to make,” Trump said.

He acknowledged the risk of increased death tolls if shuttered businesses re-open too soon.

“But you know what? Staying at home leads to death also,” Trump said, highlighting the massive economic cost to millions of Americans.

Easter celebrations that would normally see churches packed with parishioners were replaced by an eerie emptiness Friday.

Even such hallowed traditions as the pope’s Easter message are being revamped — Pope Francis will livestream from the seclusion of his private library.

“We have to respond to our confinement with all our creativity,” the pontiff said. “We can either get depressed and alienated… or we can get creative.”

Worshippers in Germany embraced social distancing orders to celebrate Good Friday at a drive-in service in Dusseldorf.

“It was a sad feeling at first,” Catholic priest Frank Heidkamp told AFP, as hundreds gathered in a parking lot. 

“With this car service we’re trying to create a little bit of community.” 

More than four billion people are confined to their homes as governments worldwide have imposed never-before-seen measures to halt the virus.

This week, China started to ease months-old lockdown orders in Wuhan, where the outbreak started late last year.

Like Trump, governments in Europe are facing pressure to strike a balance between keeping their populations safe and battering economies already bruised by widespread shutdowns.

The WHO issued a stern warning Friday.

“I know that some countries are already planning the transition out of stay-at-home restrictions,” WHO chief Tedros Adhanom Ghebreyesus said.

“Lifting restrictions too quickly could lead to a deadly resurgence. The way down can be as dangerous as the way up if not managed properly.”

Some countries, especially in Asia, are worried about a possible second wave of infections imported from travellers as life creeps back to normal.

Trump said he would name a new “opening our country task force” on Tuesday as he seeks a rapid return to economic stability.

But the government’s top infectious disease specialist, Anthony Fauci, said that despite signs of progress, “this is not the time… to be pulling back at all” on social distancing efforts.

In some countries, glimmers of hope may be emerging.

Spain, the third hardest-hit country, saw its lowest 24-hour toll in 17 days, after Prime Minister Pedro Sanchez said the “fire started by the pandemic is starting to come under control”.

France reported nearly 1,000 new deaths Friday, but the number of patients in intensive care fell for the second straight day.

Italy’s toll neared 19,000 Friday, the highest in the world, but daily rises in new infections have slowed dramatically.

Still, the government said it would extend lockdown orders until May 3.

Britain’s toll climbed too, with 980 new deaths, and the government resisted calls to ease lockdown measures.

But spirits were lifted there Friday when virus-stricken Prime Minister Boris Johnson showed signs of recovery after three days in intensive care.

“The Prime Minister has been able to do short walks, between periods of rest,” a Downing Street spokesman said.

The fallout is shaking every corner of the financial world, and the IMF, which has $1 trillion in lending capacity, said it was responding to calls from 90 countries for emergency financing.

G20 energy ministers pledged to work together to ensure oil “market stability” and major oil producers agreed to cut output.

A dramatic slump in demand, exacerbated by a Saudi-Russia price war, has sent prices crashing to near two-decade lows.

In much of the developing world, there are fears the worst is still to come. 

War-torn Yemen, which has been experiencing one of the world’s most acute humanitarian crises, reported its first case.

Authorities in Brazil, which on Friday became the latest country to record 1,000 coronavirus deaths, confirmed the first fatalities in Rio de Janeiro’s slums, where overcrowding and poor sanitation have raised fears of a catastrophe.

UFC 249 postponed due to coronavirus

The Ultimate Fighting Championship (UFC) on Thursday scrapped controversial plans to stage a fight card later this month as the United States battles the coronavirus pandemic.

The mixed martial arts organisation had planned to hold UFC 249 without fans at an undisclosed location, reportedly an Indian tribal reservation in California.

However in an abrupt U-turn on Thursday, UFC said it had postponed the event at the request of broadcasters ESPN.

“While the organisation was fully prepared to proceed with UFC 249, ESPN has requested the postponement of the event and subsequent bouts until further notice in light of the COVID-19 pandemic,” a UFC statement said. “UFC looks forward to resuming the full live events schedule as soon as possible.”

The New York Times reported on Wednesday that UFC chief Dana White planned to hold the event at the Tachi Palace Resort Casino in central California on April 18.

By staging the event on tribal land, the UFC could have sidestepped state guidelines aimed at halting the spread of COVID-19 infections that have brought sports to a standstill.

However the move met with resistance from California Senator Dianne Feinstein, who urged the UFC to postpone.

“This event would involve dozens of individuals flying to California and driving to a casino for a purpose no one can honestly claim is essential,” Feinstein said in a statement. “Going ahead with this event is not the right move.”

The Ultimate Fighting Championship has already postponed three events after officials were unable to find venues to stage fights amid restrictions put in place to combat the COVID-19 pandemic.

Today’s outlook: Pak-Afghan border closes, Sindh sees another complete lockdown

  • The Pak-Afghan Chaman border will be closed today. Pakistan will, however, send daily food items to Afghan nationals via the border. It remained open for three days on the Afghanistan government’s request in order for Afghan nationals to return to their country amid the coronavirus outbreak.

The cases were reported in shanty towns of SITE Area, Gulshan-e-Iqbal, Baldia Town, Gadap Town, Keamari and Orangi.
  • The Sindh government has drafted the Sindh COVID-19 Emergency Relief Bill, 2020 in order to reduce the challenges faced by the public due to the lockdown. The provincial law department will forward it to Governor House, where if approved, it will become an ordinance.

“Stay at home follow the Panchayuda system” President meets Health Experts

A meeting between President Gotabaya Rajapaksa and medical experts representing various fields was held at the Presidential Secretariat, yesterday (09) with the aim of obtaining much needed expert medical opinion on how to prevent the spread of coronavirus in the country promptly.

During this meeting the steps that have been taken by the government, security forces and the health sector officials to prevent the spread of coronavirus as well as the steps that should be taken in the future, were discussed at length.

The specialists pointed out the importance of conducting investigations on groups that were in close contact with infected persons and who have had contacts in two stages further.

Even though there are sufficient coronavirus test kits available at present, President Rajapaksa instructed the health authorities to take necessary steps to acquire more test kits in order to face any situation.

The group of specialist doctors commended the President’s quarantine programme launched with the aim of preventing the spread of the virus.

Doctors said that further strengthening of the existing quarantine process is the most effective approach to prevent the spread of the virus.

Doctors stated that people with diabetes, asthma and heart diseases need to be vigilant and they should take the medication as prescribed by the physicians. They also emphasized the importance of abstaining from smoking.

The expert team also pointed out the importance of drinking liquids to maintain throat’s moisture.
